INSTITUTION
SOLOS exists to carry human continuity through conditions ordinary institutions could not survive—without treating survival as permission to abandon evidence, public responsibility, or review.
This surface explains released institutional structure. It does not serialize protected deliberation, personal identity, operational telemetry, or Commission evidence.

SOLOS
A continuity institution responsible for preserving human life, knowledge, civic capacity, and accountable authority across conditions that ordinary institutions could not survive.
The Commission
The Commission holds bounded continuity authority for decisions spanning all Cores and the Exodus system. Public authority remains subject to evidence, reasons, custody, and review.
MOSAIC
MOSAIC coordinates authorised evidence and analytical work. It does not know everything, erase uncertainty, or replace the constitutional responsibility of accountable people.

Evidence, correction, and review
Evidence classes remain visible
Public claims identify whether their basis is observed, derived, modelled, projected, or institutional. A model is not presented as an observation.
Correction changes the custody record
Material corrections retain the prior state, the reason for change, responsible office, evidence basis, and effective time rather than silently rewriting history.
Protected does not mean nonexistent
Where content cannot be released, a public catalogue may still state existence, custody, authority, protection basis, and a future route for review.
Leadership is released by function
Public leadership information is limited to authorised institutional function. Personal schedules, communications, movements, and protected deliberation are excluded.
