PUBLIC AUTHORITY STRUCTURE
Responsibility remains named
Core Councils
Administer civic life, education, medical services, housing, local continuity, and implementation within each Core.
Vessel authorities
Hold bounded responsibility for safety, transfer, transit operations, communications, and local emergency action.
The Commission
Exercises constitutional continuity authority for matters spanning all Cores and the long-duration Exodus system.
Public review
Records petitions, reasons, evidence limits, minority views where released, correction history, and future review dates.
