Civil continuity means that care, learning, housing, records, nutrition, movement, language, public review, and ordinary participation continue while Exodus operations proceed.
SOLOS Network publishes service information and accountable guidance. It does not expose a resident's household, medical record, address, messages, appointments, permissions, or personal route.

Learning and participation
Education, community learning, civic service, public hearings, petitions, cultural custody, and youth participation continue through departure.
No invented economic model
The Network does not manufacture a conventional banking or finance section where no established public economic model supports one.
