Released models are not observations. Public system summaries do not expose protected operational telemetry, engineering controls, security state, or personal records.

Observation
A directly measured condition with source, time, instrument or record basis, uncertainty, and known limits.
Derivation
A result calculated from identified observations and methods. Its dependencies remain part of the public provenance.
Model
A conditional representation used for planning or explanation. Assumptions, parameter boundaries, and validation state remain visible.
Institutional statement
An accountable public position or operational declaration. It records authority and time; it is not automatically scientific evidence.
