THE EXODUS FLEET
Forty vessels are organised into five Custodial Constellations of eight vessels each. Every vessel carries 500 civic settlers and one public destination assignment.
The fleet carries 20,000 civic settlers. Five Seat Vessels carry five Commissioners outside the civic census; protected authority assignments and movements are not included here.
Continuity is a public constellation governance and shared navigation vessel in fleet group 01. It carries 500 civic settlers; individual passenger and crew identities remain protected.
